A revised planning application is being prepared for a new development at the site of the Middlesex Hospital Annex and former Strand Union Workhouse on Cleveland Street. Camden Council will next week convene a Development Management Forum where the developer will give a presentation of the plans and there will be an opportunity for people to ask questions and to give their views on the proposals.
The site is owned by University College London Hospitals NHS Foundation Trust (UCLH) and the proposals include 72 new homes including affordable housing and the construction of a six to nine storey building on the site. As well as retaining the listed Georgian workhouse building, the new plans also keep other buildings and the front brick wall. A new pedestrian route would link Cleveland Street and Charlotte Street and there is open space included.
“The Forum gives local people the chance to see what is being proposed and give their comments before a planning application is made,” says Camden Council.
A previous planning application by UCLH failed to get to the planning committee due to an application to list the building. The main Georgian building eventually gained listed status after a high-profile campaign. Other parts of the site were later included in Camden’s draft local list.
UCLH have also been criticised for trying to wriggle out of its agreement to provide affordable housing relating to the University College Hospital at 235 Euston Road and the former Odeon site at Grafton Way. This renegotiation of the S106 agreement was rejected by Camden’s planners last year. UCLH have been since the middle of 2010 in breach of the S106 agreement.
The former workhouse was also the subject of concern in a number of emails sent to Camden’s opposition councillors ahead of the Fitzrovia Area Action Plan being approved by the council on 3 March.
The latest proposals for the Cleveland Street site will now be scrutinised by Fitzrovia’s community groups who want to see social housing, open space and preservation of the historical parts of the site.
