
An application has been made under the Licensing Act 2003 asking Camden Council to review the premises licence of Sican at 26-28 Whitfield Street, Fitzrovia.
The application, which has been submitted by a local resident on behalf of 38 residents living near the restaurant, seeks to change the hours for licensable activities and add conditions to the existing licence.
According to a notice outside the premises, the application was received on 17 October and the grounds for the review are: “Premises undermines the licensing objectives of preventing crime and disorder, public safety and preventing public nuisance.”

A public consultation on the application is open until 15 November 2024.

“Licence reviews are a powerful tool for dealing with potentially problematic licensed premises,” states Camden Council in its guidance on bringing a review under the Licensing Act 2003.
“The power is generally to be used as a last resort, when other measures have failed to address concerns with the venue in question.”
Within 20 days after the end of the consultation period the council will convene a licensing-sub committee to hear evidence from the applicants and the premises owners before making a decision on the application.
Licensing sub-committees have a number of powers including revoking the licence and adding conditions to the existing licence to address concerns raised by members of the public.
The decision of the sub-committee, however, can be challenged by either party to the application by appealing to a Magistrates’ Court. “Any appeal must be lodged within 21 working days of the written decision notice having been received,” states the guidance.
