Westminster City Council and the Crown Estate are jointly seeking the public’s views on large-scale changes to Regent Street.
The plans include “safer cycling routes from All Souls’ Church to Piccadilly Circus, greening, better pedestrian crossings and the removal of the central island running along the street”, says Westminster Council.
The proposals are part of a larger project to transform a thoroughfare that continues south of Piccadilly Circus to St James’s Park by reducing space for motor traffic.
At the northern part along Fitzrovia’s west side the plans show the stopping up of Riding House Street at its junction with Langham Place to create a new pedestrianised area at the side of All Souls Church, referred to as “All Souls Plaza”.
The plans would create a “distinctive setting for one of London’s most recognised listed churches” as well as a “destination and gateway for a transformed Regent Street and future proposals for Portland Place”, says Westminster Council.

On Regent Street and Langham Place the central traffic islands will be removed, cycle lanes widened and improvements made to the paving. South of Mortimer Street the masterplan shows an avenue of trees to be planted.
A public consultation will run until 10 August 2025.
“Alongside the consultation, delivery of the plans is subject to securing the necessary budgets for both construction and future management of the public realm, through the budgetary approval processes in 2026,” states Westminster Council.
Public consultation: Future of Regent Street, Haymarket and Piccadilly Circus.
