Camden Council has approved proposals for establishing a development corporation for the area around Euston Station, and which would include a large part of northern Fitzrovia.

Going beyond the boundaries of the Euston Area Plan, which was adopted by the council in 2015 to manage the redevelopment caused by the HS2 works and an expanded Euston station, it takes in streets south of Euston Road including Warren Street and Fitzroy Square and as far south as Grafton Way.

A report to Camden’s cabinet of senior councillors this week, describing a “significant change in the governance of the Euston area, and a transfer of powers away from London Borough of Camden”, sets out a timetable with a public consultation due in 2026 and the creation of a Locally Led Development Corporation (LLDC) by 2027.

Camden leader Councillor Richard Olszewski (Labour, Fortune Green) told councillors that the Euston Development Corporation would have control of planning policy and decisions and be able to compulsory purchase property.

It would create up to 2,500 new homes, including affordable homes, and 34,000 new jobs in the Knowledge Quarter cluster of life science, healthcare, technology, and higher education institutions, says the council.

The stop-start HS2 project, and the yet undecided designs for Euston station, has blighted the lives of people living on the Regent’s Park Estate. But Camden Council considers it to be “a nationally significant regeneration project” which “could contribute ยฃ41bn to the UK economy by 2053”.

Nowhere in the report presented to Cabinet does it explain the reasons for the expanded boundary beyond the Euston Area Plan and into Fitzrovia. However, the report does state that a “larger area can appear more attractive to investors, suggesting greater potential for growth and investment”.

Council officers are working on the assumption that the Euston Development Corporation board will be governed by “around 10-12 members” and “contain a mix of local councillors, GLA nominations and independent experts”.

Fitzrovia is being eaten by development corporations. On 1 January 2026 the Oxford Street Development Area will be created covering the neighbourhood south of Goodge Street.

A Camden Council spokesperson said:ย โ€œWe believe that the minimum boundary for a locally led development corporation (LLDC) for Euston should include areas around Euston Station where there is clear potential to deliver new homes, jobs and public spaces.

โ€œAdditional areas, including the British Library, Phoenix Road, Crossrail 2 sites and parts of the Knowledge Quarter, have been shown beyond the Euston Area Plan boundary to help ensure that future development in the area is aligned and that we maximise opportunities for local investment and the delivery of new homes, including affordable homes.

โ€œThis also includes the area around Warren Street and to the south of Euston Road, where any potential opportunities to explore redevelopment would need to be considered carefully, given the number of listed buildings and conservation areas.

โ€œThe proposed boundary for a LLDC for Euston is not final. It depends on Government introducing the legislation required to establish the LLDC, and we will carry out extensive consultation with residents and businesses – assessing the proposed area and any impacts — before a boundary is confirmed.โ€
