The Metropolitan Police has applied to Camden Council for a “review of a premises licence” at the Elysee restaurant, 13 Percy Street, Fitzrovia, in order to prevent crime and disorder and promote public safety.

“The Metropolitan Police Service have concerns regarding compliance with licence conditions and the promotion of the licensing objectives,” states the application which has been made under the Licensing Act 2003.

“This premises has previously been subject to a review following a serious incident involving staff from the venue, at which time the Licensing Sub-Committee made clear that continued operation would depend on strict adherence to the conditions imposed.”

However, the police did not charge anyone with a criminal offence after that incident.

“Despite ongoing engagement and support from Police, recent incident [sic] have identified multiple breaches of key conditions intended to promote public safety and the prevention of crime and disorder,” state the police in the application to Camden.

As is usual with many applications for a review of a premises licence, specific details have not been made public and much of the paperwork appears to have been redacted.

The Met Police is asking the council to revoke the licence.

“In light of the premises’ history and the lack of confidence that further conditions or reduced hours would address these concerns, the Police consider a review of the licence to be necessary. The MPS respectfully propose that the Licensing Sub-Committee considers revoking the premises licence in its entirety,” states the application.

A public consultation on this application is open until 14 January 2026. Camden Council will in due course convene a licensing hearing to make a decision on the application. That hearing may partly take place in private.

The application will be heard by a licensing panel on Thursday 12 March 2026.
