OSDC becomes planning authority for part of Fitzrovia south of Goodge Street

From today (Monday 10 August) the Oxford Street Development Corporation (OSDC) becomes a local planning authority (LPA) and will take on the roles previously held by Camden and Westminster councils within the corporation’s boundary.

Planning applications in a large part of southern Fitzrovia (as well as streets in Marylebone, Mayair and Soho) will be decided by a planning department of the OSDC, as we previously reported in July 2025.

Enforcement against breaches of planning permission will also be the responsibility of the new LPA.

In a recent refusal for advertising consent at a building on the southern side of Goodge Street, Camden’s planning department stated: “As of Monday 10 August 2026 this area will transfer to the Oxford Street Development Corporation. As Local Planning Authority from that time OSDC will pursue proportionate formal action, which may include prosecution under s224 or obliteration of the advert under s225.”

Planning applications submitted before today but not yet determined will transfer to the new planning authority.

Most planning applications are decided by officers but the larger ones will go before a planning committee to be determined.

OSDC’s planning committee is led by Margaret Casely-Hayford, an OSDC board member, and will include: Councillor Adam Harrison, member for Bloomsbury ward and deputy leader of Camden Council; Councillor Jim Glen, member for Pimlico North ward and chair of planning for Westminster City Council; and five other members.

All have been appointed by Mayor Sadiq Khan, with the two councillors nominated by the corresponding councils.

Until a new development plan is produced (in two years or so) applications will supposedly be decided in accordance with Camden and Westminster’s local plans, and the London Plan.

A new planning section has been opened on the OSDC website.

Oxford Street between Orchard Street and Great Portland Street is due to be made traffic-free in the second half of October, states OSDC.
