63 GTS Ltd has applied to Westminster Council for a new premises licence for Naroon Counter at the basement and ground floor of 63 Great Titchfield Street in Fitzrovia West.

The application seeks permission for the sale of alcohol for consumption both on and off the premises from 9am to 11.30pm, Monday to Thursday, 9am to midnight on Friday and Saturday, and from 9am until 10.30pm on Sunday.

Permission is also sought to serve late night refreshment both inside and outside the premises until the same terminal hour as alcohol sales from Monday to Saturday.

According the application form, the business is described as “an authentic traditional Persian cafรฉ/restaurant — part of the wider Naroon family of venues in the Westminster area”.

The venues include other restaurants in Great Titchfield Street and Foley Street, as well as a site in New Cavendish Street which faced a review of its licence by Westminster Council this month after receiving claims of public nuisance from nearby residents.

The business has been operating at the same address since early 2024 under premises licence 23/06403/LIPN after making an application under the company name Mojereh 63 GTS Limited but now wishes to operate under a new company name.

“The licence recently lapsed, hence this new application for what is a direct copy of that which has been trading since opening last year,” explains the applicant.

“Same staff, management, and same directors — different company name, that is the only change.

“The premises is currently submitting temporary event notices to continue trade as was, during this consultation period.

“The conditions attached to the [lapsed] licence will be abided by during this time as if the licence were in force.

“The licence was granted after a licensing committee hearing in February 2024, and this application reflects exactly what was granted on that day, there are no changes or amendments,” states the applicant.

This application will be heard at a licensing sub-committee at 10am, Thursday 25 September 2025.
